The gargantuan effort to rehabilitate the 23-kilometer EDSA was initially projected to be complete by February 2015. Now, it does not even have a start date.
Speaking directly with the Philippine Daily Inquirer, the Department of Public Works and Highways (DPWH), without specifying the reason why, has said that the bidding and procurement process for the massive project has been put on hold.
The Metropolitan Manila Development Authority (MMDA) balked at the DPWH’s announcement early this year that the rehabilitation EDSA would start in the first quarter of 2015 and immediately asked for a detailed traffic management plan before allowing the DPWH to go any further.
It is unclear if the lack of a traffic management plan or the difficulty in coming up with one is the main reason for putting the bidding process on hold but it seems that the EDSA rehabilitation may take a little longer than expected and worse, may not be completed in time for the 27th APEC Summit in November 2015.
